Black screens and Blackout VFX on Vulkan

• If you experience a black screen on launch, see the workaround here
• If you experience a temporary blackout or black screen effect in-game, see the workaround here

Vulkan smurf mode has been fixed in 4.6

• If you were using DX11, you can now safely edit your USER.cfg to switch back to Vulkan 🖖
• Consider undoing any workarounds including Experimental Wine Wayland to avoid unexpected issues
